Hotdigr and I are once again in agreement.

We, as western bar owners or western bar flies, cannot have our beloved bar staff being raped by motodops when we happen to be away from the establishments and then walking free. We can't have it.

Something must be done here.

Our of curiosity, is there any sort of association of western businesses in sihanoukville that contributes to the police fund that could pressure the police to act here? What if every western business there contributed $10 a month to the police as a gesture of goodwill but with the expectation that their interests are looked out for.

And then when something like this happens, let the police know that those payments will be withheld/boycotted until action is taken here.

That would be a civil way of approaching this. I'm not sure if there are other ways to wield any political or public relations clout to ensure that action is taken.

Then there are uncivil ways for action to be taken, which the Sihanoukville fugitives and ex jailbirds probably know more about than I do.

You must be back in LA and on acid.

Bars pay $10 per month? They pay the police already " so we can help you if problem come to you" (Or give you shit if we don't get your payment). What I stated before is the way it is, very f'in ugly, but the way it is. Or do you think the police here are above rape? Poor farm girls that become prostitutes get a fing hard time from society. In fact, you don't even need to be a poor farm girl, just being female is often enough !!! The thing I have noticed about Asia is that the locals don't tell their stories about how it works here to foreigners very often.

In your post I notice you refer to her as working behind the bar. While this should make a difference in the local's eyes, I doubt it really does.

It is the job of the Khmer press to vigorously report these sorts of crimes so that the rapists get prosecuted. We know that they just usually take a payment. And what if they didn't? Do you think the legal system here suddenly cleans its act up because it's rape? Although some rapes are reported and prosecuted in Cambodia, the vast majority remain unreported and un-prosecuted. When was the last time you saw a person prosecuted for the rape of a prostitute?

I can understand the anger here around this case, as I feel it myself. But only through full knowledge and social education by Cambodians for Cambodians can anything even start to be done about it. If it were a Khmer owned/ run bar, and the owners etc were complicit, a naming and shaming may be able to close it down, but I doubt it. (It will be interesting to see what effect posting his pic has)

Best chance of 'justice', seeing as he has been identified , is probably a secluded beating by the girls friends, as I doubt the girl will be able to tell her family about it and, if it's like India or Africa at all, if she goes to the station to report it, there is a high chance she will get raped again.

I personally think something should be 'dropped' in his drink and he wakes up with a cow's leg up his arsehole. Pics on social media for all his mates to see. Now that's what i call social 'trending'.

Did I miss the part in the story where it said she was a prostitute or does JSP just think any Khmer girl working in a bar is a hooker?

This is not about what western people think. It's about what Cambodians think. To a lot of them any girl that works in a hostess bar is considered as good as a prostitute by association.
Above I wrote

By locals I should have refered to them as Cambodians as I was meaning Cambodian society in general.

Nah, you didn't miss it. JSP doesn't seem to have read the article. That's why some of his assumptions are way OT.
JPS:

I agree with him that the police and journalists are vile, but don't agree with the insinuations made about the girl, her family and her employer. (I noticed you wrote "if", but this comes across as an accusation.)
In the article from the Khmer times it says quite clearly that the bar owner is a westerner who is very angry about this and that he is supporting his staff. The girl's family are also supporting her. Why suggest otherwise ? They are the good guys in this story.
Corruption is the vilain here.
A long-time Australian expat and business-owner here has spoken to Khmer Times this week of his horror and frustration following the release of a motodup driver who was caught on CCTV allegedly drugging and then raping a woman in his bar.

According to the bar owner, as well as the victim and members of her family – all of whom have asked not to be named – police said they decided to release the suspect without charge, despite graphic video evidence and a confession from him.

Again, it says no where in the article that it was a hostess bar. Stop making assumptions.

This girl has gone through a very tough ordeal, and got no support from the authorities, not only is there now a story going around about here but there is video of the incident. Knowing that that is out there will not be easy for her to deal with along with the whole situation.

Assholes like you assuming she is a hooker is not helping anything.

We should be focused on the scum that did this and the inept authorities that a supposed to be helping in these situations and leave her and the bar out of it, whether she is a hooker or not or worked in a hostess bar or not has no relevance to this issue IMHO.

The moto driver, who is known in the area around Victory Hill and Golden Lions, visited a bar on Victory Hill on the morning of November 2, where he was caught on camera putting a substance into the woman’s drink when she was not looking.
How many bars with Australian owners on Victory Hill do you know that aren't girly bars?

BTW I made a mistake when I said that she wouldn't contact her relatives. Apparently she must have been living with them as they found out pretty quick it seems. But in general what I said goes.

I was presuming everyone had read the article and that it was obvious I was discussing the broader picture. Or you really think this is an isolated incident? Of course I wasn't accusing the bar owner of anything seeing as he was the one who alerted KT about it.

And I did make a mistake in the post (corrected above) about the girl probably not telling her family. Girls that work in prostitution don't want their families to know thats's how they make their money. It is a subject that isn't broached by either party. When they go home in off season the say they are working in a restaurant or something. Everyone knows, but nothing is said. Not saying she is a prostitute, just that's how it is a lot of the time with prostitutes.

And what insinuations about the girl and the family did I make? That she works in a girly bar and that Cambodians see this as meaning she is a 'bad' girl by association? And the family?

It's like talking to people that have never been, let alone lived, here or any LDC.
