Is Mr Yoeun Noek a Cambodian manager ? A western manager with the same agenda would have said 'So so sorry but we are full at those dates'.
At a guess I'd say the guy has orders from his boss, maybe because of the dirty dancing, but maybe not. I have heard about this before elsewhere.

I stayed at this place a couple years ago when the Guesthouse I normally stay at in Siem Reap was full. The rooms were ok, but there were a bunch of annoying, drunk backpackers, 2 of which had face tattoos staying there that were blasting the shittiest techno music I've ever heard, all day and night at the pool. This guy should feel lucky they cancelled on him.
