True, until they get stuck like in this case and then they look to other people for charity.

Cigarettes are taxed and more expensive back there ... so why needs so much if the medical is free

Maybe he paid taxes there for 30 or 40 years?.
Maybe he is a citizen?
Maybe he comes from a place where universal health care is accepted as a human right?

Human rights don’t come free. People living in England paying taxes provide the funding.

Anyway, the law on (free) NHS is pretty complicated. The poor guy might be entitled to free care but only if he can tick some boxes.

Sounds serious.
On the question of the free NHS healthcare, I would suppose that Dale has been getting a pension from the UK, so he would be eligible for healthcare coverage by the state, but I don' t know his situation. As I've said before, I think that everyone should have insurance in case of this sort of thing, but quite often, it is not something that you want to think about.
I' m not a mate of Dale' s, but I know him from living in SHV and he is a good person. Most of all, he has two (very) young children with his Cambodian wife and I hope there is a plan in place to take care of them.
Dale Woods become ill and was admitted to hospital earlier this month in Phnom Penh, where he moved to from Norwich around 10 years ago.

Tests revealed Mr Woods, 64, had potentially terminal lung cancer and needed urgent treatment.

His family back in Norwich is now desperately trying to raise the money needed to bring Mr Woods back to the UK for treatment, while paying for his medical care in Cambodia in the meantime.

His nephew Jason Woods, 42, has set up a Go Fund Me page with a goal of £10,000 and is coordinating the family's fundraising efforts.

"Obviously it would cost money to treat him out there. We have just paid a bill equivalent to £1,500 and that is just going to be ongoing," he said.

"We are all shocked and 
upset. Our friends have been super, they have raised £250 towards it and it has only been a couple of days."

While the Cambodian hospital at which Mr Woods is being treated was awaiting the family's first payment, Jason said his uncle had fallen into a coma.

He has since regained consciousness, although he is currently struggling with speech and requires more treatment before he is well enough to travel.

“People who live outside the EEA, including former UK residents, should now make sure they are covered by personal health insurance, unless an exemption applies to them. Anyone who does not have insurance will be charged at 150% of the NHS national tariff for any care they receive.”

But there are many exemptions to this.

And:

“Citizens who return to the UK on a settled basis will be classed as ordinarily resident, and will be eligible for free NHS care immediately.”

People approaching old age shouldn't breed unless they have decent resources. It's terribly irresponsible.
