its possibly an illegal building extension onto the public space or pavement

would not be allowed in any major city

sounds like some guy tried to claim the pavement and got annoyed when the municipality shut it down

They have chopped off the front of two bars at the top of 118. The Mekong River and the corner bar opppsite. The tables are still on the pavement.

When they collect garbage, get cars off pavements (sidewalks) and enforce basic traffic laws etc, then they can start getting petty about an awning.

I remember the authorities doing this a couple years ago...all the awnings/extensions were put back up within a couple weeks.
