Won't work on Highway # 4 (Death Highway To Hell.) The drunk/stoned drivers of container trucks/beer trucks/bus's would still try and pass each other. The only way to stop the carnage on Highway #4 is to put the containers and beer on the "new" railroad, but that won't happen due to the container-driver and container truck mafia and payoffs to greedy port/government officials. Also traffic enforcement by police, but that will obviously never happen.
