It could be possible as i remembered i went to watch boat racing once in Sihanokville. If they do have boat racing this year, it will be taking place in Prey Nop district about 40 km from the city.

Open ocean boat races could sort the men from the boys.

Much tougher than rowing on a river.

"concerts at Wat Botom and Wat Phnom as well as fireworks every night."

In PP or in Sville?

depends if you are rowing with or against the tide ....flat water is hard work if you are going all day, no breaks.

Where did you hear the rumour(s)? Nothing on the local FB pages, nothing in the media, no one is talking about it. Not saying you are wrong, it would be great if it happens. Just haven't heard a peep ( twitter I s'pose would be the contemporary word!) about it.

I used to Open Water Row in a 24' skull on San Francisco Bay & did a dozen or so races. The longest was to Catalina (26 miles). That was a nightmare. I could barely move for a week after. I'd rowed that far many times, but not in a race. You always pray for flat water. That's why the races are all early morning. Otherwise you have to shorten up the stroke to avoid catching air with one oar & capsizing. The stress goes from your legs to your back and arms & you're really sore the next day. The worst is when the tide and the wind go in opposite directions. It gets very choppy & it's easy to dump it.
