That and a carfax or other service to pick up accident history should help a long way in letting the buyer beware.

In Texas, totaled cars get a salvage title. Just means unsafe to drive in Texas. Perfectly safe for Cambodia.
Which takes us back to the dilemma of vehicles being sold as salvage but rebuilt and sold in Cambodia. Jurisdictions are only able to make and enforce laws within their own borders. What is statutory rape in Texas is a common practice in Pakistan. Using a VIN number from a car there are many internet search applications that will sell you the car's history, especially cars that have been registered in advanced western countries such as the USA. Caveat Emptor, used car salesman have a bad reputation worldwide and for a reason.
