I don't think they have been talking anything about taking over the harbour? Chinese just want to expand it. Which makes sense as it's not far from full capacity. And isn't the max fee for trash collection now $10 which doesn't sound big at all for business. They should be paying more then private residences anyways.

i believe they purchased the rights to build a highway over 18 months ago.
the port was sold as an IPO on the local exchange recently

Collections from private homes will now cost between 4,000 and 10,000 riel ($1-$2.50) per month, while businesses will pay from 12,000 to 40,000 riel ($3-$10).
This is a much fairer cost system. AND they do actually collect the garbage - several times a week. Much better than before IMO.
The company KSWM is not Chinese btw, but South Korean - Korean Society of Waste Management.

I predict Western tourists are going to avoid Sihanoukville increasingly. The Chinese takeover is massive, and the problem is the Chinese don't want to cater to the international community. When they open a supermarket - or anything else - they open it for themselves, not even writing the name in English on purpose - when even Cambodians would do that. The staff inside don't even bother to learn 5 words of English to cater to other foreigners besides their own.
They also drive up the prices so it isn't even good value anymore for Western tourists. The Chinese are doing this, while the Cambodians are not doing anything to make this an internationally recognized resort, but they
did develop a nice area for themselves, the Cambodian beach on Occheaeteul looks quite nice now and I see a lot of domestic tourism, while the international tourism seems to be going downhill.
A lot of Western tourist are going straight to Koh Rong completely bypassing Sihanoukville. It's peak season and even on the weekends the party scene is pretty dead, the few Western mainstream people I see
do not look very happy here. Just saw two nice looking European girls on the beach, and couldn't help notice the expression on their face, which very clearly said "what the hell am I doing in this shithole, get me out of here"
That about sums up where I think this place is going.

Not if there's a fire, not even if you hear the sound of a thud from my home and one week later there's a smell coming from there that can only be a decaying human body and you have to hold a hanky to your face because the stench is so thick that you think you're going to faint.

Even then, don't come knocking...Not for ANY reason.

Wonder if the news about the 3 Chinese boys kidnapping rich Chinese person for ransom ( and a plan to make a business of doing it in Sihanoukville with plans to kidnap at least around half a dozen ) made the news in China.

If the casinos want to attract Chinese with money then this type of publicity will do little to enhance Sihanoukvilles image!

Wonder how long it will be before Chinese Criminal gangs start asking Chinese businesses in Sihanoukville for protection money.

Maybe its getting near the time Westerners say bye bye to Sihanoukville and leave the Chinese to it. The Khmer may well enjoy the increased capital inflow but they needed to consider what could come along with it i.e organised crime.

No disrespect, but I think SHV's image is already, how to say, slightly tarnished already, and the criminals are here already. 8)
Its not as if organised crime is something new here in SHV or Cambodia. There are different variations on a theme to be sure.

Whats more, Chinese on Chinese crime does not impact the rest of us very much. Punks like those kidnapping kids and other wannabe crims will get stomped on by the big guys if they upset investment plans. On the contrary, SHV may become very orderly.
