Got to question the intellect of someone who would travel to a developing country like Cambodia with no money and the intent to beg. I have met foreigners who would tell me sob stories about how they were robbed, lost their passport and all their money. I always tell them to go to their consulate and they will get help there. I am an American and I know that if I am in such a situation that the US consulate will assist me in getting back to the USA and they will hold my passport until I have paid them for the trip back. I figure most nations in the world will do similar for their citizens

If she indeed got robbed as she claims and had no other money back up in PP, then she could go to her embassy for assistance to contact family members or whatever.. Presumably, she hasn't done so...coz I find it hard to imagine they would just abandon one of their nationals..rather..

She stooped to begging under a bridge to khmers. Unless I'm missing something here, it lends weight to the notion she is begpacking her travels in Asia.

This is the KOW. Anything's possible.
Most of this story doesn't make sense. What is she doing there in the first place ? Why tell Khmer people that you've been robbed, when you are carrying a huge sign in Khmer saying Please Fund My World Tour, if you have not been robbed ?
So, my theory is that she was begpacking, and then someone pinched her fund for the World Tour.

Yep, it does say that. But does she actually know what it says? Maybe she asked someone to write "I was robbed, please help" but someone decided to write that instead.

Many people travel abroad and have similar assumptions. Embassies exist for many reasons, but primarily for trade and diplomatic relations, and helping their citizens who come to major trouble. Running out of cash is not considered their responsibility. I have heard of US citizens who have become unstable or whatever and begged a ticket while having to give up their passport till the bill is settled. That's a great system but I'm sure they don't just hand tickets out to anyone who hasn't got an airfare. That's just the US Embassy. Many of us are from other nations. My nearest embassy is about 1500 km away and obviously not in Cambodia. There are embassies from other countries like Cuba, Pakistan and Poland here, they run on shoe-string budgets and can't afford to pay any lost emigrant's return fares. I read recently about a woman from the Cameroons who had her bag/ passport snatched here. She was marooned as all her emails and calls to her nearest embassy went nowhere and she had no idea what to do next.
Either way, embassies can be helpful but they are not just drop-in centers for confused citizens abroad.
