This is where our community discusses almost anything! While we're mainly a Cambodia expat discussion forum and talk about expat life here, we debate about almost everything. If you right-click on the image, Windows might have a resize option on your existing software

Paint has it, and you can get that easily

You're making this more complicated than it ever needs to be.

You can just go to imgur.com and upload an image, then choose "edit" and it should shrink it enough for you. If you still can't figure it out, sent me a link to your image or post it here and I'll do it.
