Bollocks, all that is required is copies of the following;
- Birth Certificate
- Family Book and/or Carnet de Residence (or certificate of residence if don't have either of the above)
- Parents ID (National ID Card for Cambodian parent, passport for foreign parent)
- Old passport (if applicable)
- Marriage Certificate if married (although not an official requirement, it is often demanded if one of the parents is a foreigner, however, there is NO requirement to be married to apply for a child's passport)

This guy is giving you the run around to get some extra cash out of you. Proof of birth is the bloody Birth Certificate! These "fixers" are good at sucking people in.

I personally have 99% done things by the book, I disagree with this system of deep rooted corruption, even more so when it is carried out by official authorities, for us it starts with the visa and EOS, by the price hike by using an agent. I know that it has been said that anyone can go to immigration with the documents required and get the EOS at the official price. Again what are the odds in this action?
I have been experiencing the corruption for too long now. I try to avoid it, but I have learned I can not always. I don't think anyone can.

What frustrates me is the time consuming nature of these processes. It involves traveling to Phnom Penh, then dealing with the local manager/head and even when everything's smooth and you're out in an hour or two (which often isn't the case), it involves traveling again a few weeks later to collect the stuff.

The fact the Cambodian government has not been able to organize a decentralized system for their people is pretty frustrating. Loads of stuff can be arranged in Phnom Penh only, with ridiculous default waiting times, thus forcing people to either cough up or make the trip twice.

I know. But.... The guy's not a fixer, he is a colonel working for the ministry of interior at the AEON 2 passport office.

Assuming he was uniform? Either way, he's still giving you the runaround, nothing unusual. I have heard so many reports of people getting f**ked around at the AEON 2 passport office, never had any problems at the main office.

Yes, he was in uniform and wore a name tag. Also took his name card. Have his details.
Will try main office next time.

@Kammekor Wife and eldest daughter renewed their passports about 2 weeks ago at the main passport office, only documents required were those that I listed, so I can confirm that whatever that guy at AEON 2 was telling you was either a crock of shit or something was lost in translation.

Methinks OP took one too many things to the Passport Office - himself.

That said, I accompanied my wife and son and had no problems - but that was to the main office.

Do you know what happens if the father is estranged and onlly the mother's ID is available?

Having acquired a K-visa for my kid I can not be bothered about the Cambodian passport in the short term. Traveling is now possible until that one expires.
Living a 10 hour trip from Phnom Penh I will try again whenever it suits me. Since my kid's foreign passport still has 4.5 years left it might take a while.
I know the guy @ AEON2 is a prick, making 15$ per case.

My wife's niece experienced the same problems with the same guy @ the same passport office.
