It's a saying I can't remember hearing until recently, and suddenly it's being thrown around as an insult all the time. It doesn't make much sense. It's hurled at the most non aggressive people imaginable. I don't know if it's mainly used by aggressive people who want to spin things round and appear they are the victim. It sounds like it was dreamt up by a divorce lawyer.
And accusing someone on a forum of it seems pretty ludicrous. Here's what one psychotherapist says about it.

A fairly explicit article regarding passive agressive personality disorder, with a good list of examples. Here is what the DSM IV has to say:

I have seen the "Passive aggressive" label thrown around at various posters for as long as I have seen internet forums --- it is nothing new. Kuorenko's definition is a good one clinically. The term was created by the US Military in the late 1940s to describe a type of insubordination sometimes encountered.

In an Internet forum sense it usually refers to a poster that wants to be "liked" and thus tries to be "nice" and non-confrontational but maybe indirectly snipes away or undercuts his/her adversary while still trying to appear "nice" and avoiding any direct confrontation with his/her adversary.

passive agressive is, when they wet clean the floor behind you or the stairs, so that you hopefully slip when turning around...
