I know its very difficult talking rationality to former drug abusers or mentally ill. Just look at when I try to write to Mekong Mouse. Without mentioning names, there is a more or less known expat suffering from schizophrenia. You can tell that he's off the meds when he begins carrying around more and more stuff. Last time he had an incident he was walking around in the heat half-wearing a jacket over his head and nonsense scribbles in his hand.
The embassy knows him quite well by now after they've had him strapped to a bed for as long as it took to get him back to his senses. It didn't turn out very well for his social life as he, as part of his paranoia, turned on the very same friends that helped him when he needed it.
Stay away is my advice. If people can't figure out for themselves after being rehabed the first time that it's time to return back home safely then there's no point in helping any further.

Correct, ganja (cannabis), is not ice (crystal methamphetamine). A few years ago I saw a western embassy go over themselves and help send a badly addicted young bloke (same type as the one mentioned by OP) to a PP specialized private clinic called Kamikaser (financed and in accord with the mother).
Once located, local police helped with apprehending him and with providing a couple of nights in a cell before accompanying him to the clinic (they were fed up with him and kept asking the local embassy warden to do something about him). After a week or two the mother sent a well built acquaintance to fly him back home.
OP example brings me a drug related question so I'll put it under spoiler as it seems that for some members discretion is advised on the subject.
