The fence is coming down
There will be something for all the previous renters to rent, maybe at a discount, the exact details of the deal are undefined
What it will be is undefined and who will pay for the rebuild is undefined

Most of previous owners lost their capital and have moved to other parts of Cambodia or their home country..
Can't see many of them taking up the offer. However its a prime spot so new owners will line up. Sadly Chinese!!!!

They want Sihanoukville for themselves and benefit from their natural assets of just hand it over to the Chinese and let them live off their heritage.!!!
Sihanoukville is in not booming. The place was busier before the place gifted to the Chinese.
