Well yeeeeeees, but chosing to live in the diplomatic quarter is more money and power than location, location, location.

I have lived in a fairly well to do area outside pp, and the guys with the villas and range rovers make as much noise as the peasants in the countryside.

Rent in a gated community or a high rise condo to have any chance of escaping it. Or study hard at school and become an ambassador. Otherwise the only way to get away from it is on a plane to somewhere sensible. Like Germany, it's illegal to even mow your lawn on a Sunday there, because of the 'noise'.

RO, the point is that they make the noise on their terms.

They don't accept others doing the same. Once a month, maybe. 3 times a week? No chance.

I agree with LTO that some bigwigs make noise: the point is that they don't allow/ like repetitive noise when it has no relevance to them.

Nightclubs get shut down. I think most westerner underestimate just how westernised most Khmers are, in terms of their desires re quiet living.

Wedding halls have been built on MTT and 271, and on Koh Pich. Part of the reason is to stop this inconsiderate and ostentatious infliction of noise.

There is even an extant, little-known law forbidding hooting on roads in some areas after 7pm to reduce noise. It wasn't legislated because of barangs.

Fair enough though, nighclubs have been closed down all over the uk, for example, under antisocal behaviour laws. However, nightclubs are, by definition night places. From what I observe Cambodian noise starts 4/5am, and most people are awake at 5.30 anyway, and finish at 10/11pm maximum.

Whilst I agree they are horrible affairs and have no place in modern society, comparing them to late nite discos is absurd. It's just the way things are done, hate it or lump, until people stop getting married and/or dying, it probably will never change

Just imagine the outcry if the govt banned it. Us johnny foreigns would rejoice, the populace would be pissed and those with any slight power or influence would carry on regardless, making both johnny f and the masses even more pissed.

Khmers hate this crap, but exercise the right to inflict the same crap at any opportunity. I'd love to see it outlawed, i really would, but dont believe it will happen soon.

To the best of my knowledge there is actually a Prakas limiting the noise.

Every time I go to a party out in the boonies the hosts always seem to feel it's necessary to turn the amp up to 12 so the speakers are stressed to to point that all they can emit is distortion. To them it's " Fuck yeah, now we've got a party".

I remember the very first rural Khmer party I attended, the music was way loud as usual, then the host got on the microphone to thank everyone for coming, etc., but he had it on echo. So everything he said, said, said, was echoed, echoed, echoed . . .
After his speech I asked 'what's with the echo?'
He said it was to make it sound better. %)
