Haha... To be honest, I can't blame them. Officers like to make stupid speeches, and Cambodian politicians (one in particular) put everyone else to shame. Just watching all the hot air and random ramblings on TV speeches given here, I'm always amazed more people don't fall asleep. Especially if the speech is held outside in some warm environment.
