New deal in Sihanoukville

Chinese investors are jaded behind a shroud of uncertainty and distrust... flip-flopping on policies have never helped strengthen credibilities. The marketplace relies heavily on foreign direct investment, targeting foreign purchasers... a local population of 15million (with not much spending power) can never satiate the Chinese expectations.

What IS... the new deal in SHV? At least Chinese perpetrated crime in SHV seems business as usual.
