It certainly wasn't for anyone. It was place for people like you and for the backpackers. Now the city at least has wider range of hotels and more entertainment (movies and shopping for example). No, it was for anyone. A degree of tolerance was necessary, but there was no flooding or shit in the water. Reasonably priced rooms were readably available and the seafood was fresh as were the girls. I remember the latter two fondly. Hmmm....red snapper-my favorite dis.

If this is your idea of a place worth living in or visiting then you're welcome to it. I saw and enjoyed the sleepy coastal Sihanoukville that used to be. We obviously have different tastes. I have my memories, you're entitled to your dreams.

Sihanoukville had great hotels/resorts 10 years ago, a few casinos for the gamblers and the hill for the old expats plus more than a few decent restaurants,

Unlike you I don't know what the majority of the people wanted. I and my friends were not only happy but satisfied. I have my memories. Really some bourgeois activity like shopping never entered our minds nor did polling the populace to enquire about their level of satisfaction. Reply if you want, I consider the topic overcooked.

Who goes to the beach for shopping? We used to shop for squid on a stick and cold ancher and fireworks in the season. It was an odd place, all that empty land, an ugly town but with nice spots tucked away. The beaches were often dirty in the wet season or if the wind blew from the wrong quarter but it was still magical
I remember Roddy and his brothel tours, chasing the dragon in brothels. The chicken farm and Blue Mountain. The pretty awful bars on Victory Hill, the big place that was like the Walkabou, the beach bars and Utopia when it was packed all night.
Teaching the kids to swim when they were terrified of waves back in 2008/09. Staying at the Hoo Ha with plates of horse tranquiluser on the bar. Going to visit the Happy Hippy. And in later years staying in luxury on Otres 2.
I spent some of the best times of my life there.

I go there multiple times each year. Last time in May. Which cinemas they exactly closed? As far as I know there has been only these "home cinema" type places before and at least one of them is still open. Later this year they will open 2 new big proper cinemas with Imax theaters and all. Several shopping malls are under construction. First one should open next month already. Also multiple local as well as international brand shops have been opened this year already.
There are multiple new 3* to 5* hotels that have been opened within year or so. And several more will be opened in coming few years. End of 2020 there should more rooms online then ever before and most importantly there will be everything from small guesthouses to big hotel resorts. Before there was only small, mainly badly managed, hotels and guesthouses and then over priced Sokha and Indepenced Hotel.
So family from Europe comes to Asia for 2 weeks holiday. You think the wifey or the daughters are happy to spent the whole time in a 50cent beer hut? Well I see you like your brother and chicken farm tours. But the point was that was Sihanoukville place for anyone before?
