Of course it can happen. However, my logic is that a well sunk good and deep at the height of drought will likely be much deeper than anything my neighbours there have.
But there's only one way to find out & growing things is greatly assisted by a good water supply.

I dont know about the Mekong, but just traveled for 9 days down the Chindwin river in Myanmar,
lowest its been in decades and i heard the Irrawaddy is the same

Quite simply a hobby farm can be whatever you want it to be as long as you don't try to make a living from it. For me the advantages are:
1. Social. We sell produce at the morning market 6-8 days a month. It is not for money bot gives us an occasion to socialize with the villagers. Also we can trade produce that we don't need for that which we do need. Almost always rice which. I refuse to grow because it is back breaking work with a low profit margin. We also give some produce away to poor families or our own family and especially fruit to kids.
2. Stewardship. We cultivate and plant a large variety of native plants that kru Khmer from around our commune use to make medicines. Again we charge nothing. We do it to keep the culture alive.
3. Exercise the work helps keep me fit and healthy. This is highly important at my age.
