There is an article in the Khmer times. A few snippets below

Khmer Times wrote: The quarantine experience for fresh arrivals to Cambodia continues to be an uneven experience for many...

...While the Ministry of Health (MoH) states that couples sharing rooms should not be charged separately the full price of the room, Khmer Times received receipts showing that one couple was charged twice despite sharing a room at the Phnom Penh Hotel...

...A response received from the MoH said the price of accommodation is based on a Memorandum of Understanding with the ministry or the Phnom Penh City Hall and that if two people share a room, the cost will be split...

Locals have never had to pay for quarantine or tests after arrival

Supposedly, this center (not a hotel) is available to all incoming persons, not just nationals. I asked about this specifically. That was the information received from the MoH I believe.

So, on arrival, there’s be the choice of hotel stay or the community center.

3-4 incoming flights could fill 500 beds.

are you sure:

i read it as Locals not incoming non Khmers
“Flight passengers from abroad arriving in Cambodia via Phnom Penh International Airport have two options – they can spend their own money quarantining at a hotel or a guesthouse, or for those who have less money or want to quarantine without having to spend money, they can stay at this centre,” he said.

This is as its always been , locals can stay for free at hotels or pay for quarantine same as non khmers.

It has already been previously stated by the MoH that is a Government quarantine facility for those arriving on Cambodian passports or foreign passports with a K-type Visa.

The new facility is designed to centralise the Government quarantine facilities for Cambodians, as currently they are using a mixture of schools, military bases and hotels.

It will remain free, just as it has been for those Cambodians opting for the Govt quarantine facilities since day 1.

Foreigners have no choice, it will remain hotel quarantine facility for all foreigners ($$$).

Edit: just to add, as a previous poster mentioned, it would only take a few flights to fill the 500 beds, another reason why the facility is only for Cambodians.

I think this highlights some of the inadequacies of the system- poor communication, and little or no effort made to ensure that people comprehend the message, to ensure the correct message was sent or received.

The newly inaugurated centre was discussed during the phone interview with the Times. I especially queried the point that new arrivals would be able to elect to choose between the hotel stay or the mass quarantine centre, irrespective of passport or visa. It was reiterated that people could choose to stay at the new centre for free, whereas I believe that Nationals/K-visa holders may be able to elect to stay at, and pay for a hotel instead. Probably a subtle but critical translation error.
