But, here's a 2004 article that says:

"Federal law prohibits the sale of human organs and tissue for transplantation. The law is widely considered a total ban on the sale of all body parts, although it does not specifically address the conveyance of parts for medical education and research. "

Perhaps the key words are "for transplantation."

Apparently this is not the most bizarre body parts case coming from Bangkok:

"In 2012, Thai police arrested a British citizen of Taiwanese origin after discovering six human fetuses which had been roasted and covered in gold leaf stuffed into travel bags at a hotel room in Bangkok's Chinatown."

PHUKET: An arrest warrant will be issued for an American man who allegedly tried to courier human parts to the US. He faces charges of theft, possessing stolen items and falsely declaring the types of items being posted.
