Flying Chicken , could not agree more. I will no longer participate in bar room talk, having an opinion when the worse of drink. I'm sure you have never done that. Months later attacked whilst sitting with your friends . I fully deserved it.
Got back home to my kids and they said I deserved it also and the optician at the hospital said I deserved it.

You did not specify what your Khmer relatives have on their mind and it might be better this way. I would carefully listen to them and also inquiry why they want to proceed in that way. There might be perfectly fine reasons to do it their way (within limits of course).
The attacker is likely to do it again and is a risk to you (and others). If your family has the right connections - it seems they do - they could redesign the features of the man's stay of Cambodia for the time being until he leaves the place for good.
The second problem would be the bar owner. Maybe I did not get it right, but I think you mean that the attack took place in a bar. Did he intervene? What was his reaction? From what you seem to imply I gather that he did not do anything. So he is number two for a friendly talk. I think adequate monetary compensation is in place. Adequate as in damages, pain, and cost of bringing it about.
If you do not act, people might think that you can be dealt with in this way. Your relatives might resent this loss of face. So have a good talk and learn their point of view and the options you have. I think the attacker should leave the country with a no return entry in the Cambodian immigration data base. While the bar owner would profit from advice on best practices.

I had loyalty from my (ex) Khmer relatives until I stopped providing (money) security. They then set out to Fuck me over in the absolute worst kind of way.
