At risk of being slung up from the nearest lamp post...
I still think there is a possibility that this was just an naive act of a Khmer taking photos of something "different",
combined with a different cultural sensibility.
We all know the thing that many Khmers have for putting their mouths over baby boys penises. That example shows our values are not always in line with others.
But please don't stone me for pointing out that even with the seemingly most outrageous things, there can sometimes be an innocent answer - especially when it comes to the Khmer mindset which is so so different to ours.

Sorry pal. Not on this one. It's 2020, and nobody can hide behind culture or naivety on this one. Especially given the focus on child abuse/trafficking in Cambodia. The culture excuse is a catch-all excuse to try and get away with things.

Every parent has blown a raspberry on their kid's cheek or belly. I know I have never placed my mouth anywhere near my kid's nether regions. It's just not acceptable and no amount of cultural defence can excuse it.

There is not a single member on this forum (anymore) who will excuse this kind of thing with a child. We agree on may things Stern, but on this one mate, not a chance. Kids need to be protected all over the world, ESPECIALLY in places like Cambodia. Defending this guy is as good as saying it's okay to do that. And it's not.

Lets be clear Yerg - i am in no way defending this guy. or any kind of appalling behaviour.
but fact is many of us assume cultural attitudes are always the same on big, seemingly cut and dried, issues like this - but they aint.
For example - go tell the millions of cambodians who place their mouths over babies penises totally innocently that they are sleaze-bag pedos. That would be cultural arrogance of the highest order. imo.

I'd happily tell them that it is wrong on any level. If that makes me culturally arrogant, then I'm guilty as charged.

Asian grooming gangs in the UK could be argued as "cultural norms" left unpunished for a long time for fear of being accused of racism.

Eventually punished and eventually put a lot of people in jail.

You can change what is argued as cultural. Eventually.

I'm out of this one, and am sorry i introduced the idea that our values are not always in line with totally innocent cultural practices in Cambodia. Too many baying wolves.

or do u mean most little boys in Cambodia dont use the bathroom and just pee outside?

Yeah well Mish, i possibly deserve to drink some cows piss.
I sure put my foot in that one. i was not looking at the big picture - just thinking of how we westerners sometimes judge Khmers by our western values.(one of my bug-bears) My spectrum mind was focussing solely on that one aspect and not looking at the context.

all very odd behavior, and as far as culture goes it is fluid and changes, and Brody hit the spot with his takedown, and what people allow as permissible or brush off as "just their culture", doesn't make it right, from acts like this to claim the need for super loud music at weddings as cultural, as if it is enshrined in history, ancient boom boxes engraved on Angkor Wat. As someone once said to me, wasn't the culture 40 years ago here at one point killing people they deemed too intelligent? I'm sure we are all glad that culture shift didn't take hold in the long term.
