They can if he/ she shares custody of the child and takes him out of state, country without permission.
I still dont get why they ran to cambodia.

She says on facebook that she decided to move to Thailand with the kid, and he agreed with this and even paid for the tickets. You should butt out and leave it for the courts where both parties can answer their disputes.

That was my mistake. I was careless with the original post. I copied and pasted her post from facebook. Yes, I am just relaying one side of a custody dispute. Whether or not I should 'butt out' is a matter of opinion. I refuse to get fully into FB. Just look at the for sale stuff but you'll still get odd comments like "Overpriced. Do you think it's worth $300k!" Or "Fake!" usually from Expats.

"When 8-year-old James Costigan was taken, he kicked until his shoes came off.
His older half-sister, Mira, was clinging to his waist, so they took her too.
Last Wednesday, in the Cambodian coastal town of Sihanoukville, a group of Christian vigilantes, who claim to be former Central Intelligence Agency and United States military forces, stopped their car, blocking Mira and James’ path.
The way Mira, 17, tells it, two men emerged from the car, along with James’ father. She tried to get her brother away on her scooter, but when they stopped her, she wrapped her arms around him tight.
The siblings were bundled into the car and driven to Phnom Penh, several hours away from their mother, Rochelle Costigan.
A custody dispute originating in the United States between Costigan and the father of her son, Nicholas Kanieff, had abruptly arrived in Cambodia..."
