I am not sure about British Embassy. There were a lot of reports by Cambodians who had been cheated by people to work as waiter or as step wife or sex slave in abroad like Malaysia and China. When they went to the embassy for help as they wanted to fly back home, but they could not because their passports were confiscated, the embassy didn't give a fuck about it. They technically were helped by some international organisations who pushed the embassy to do it. AFAIK, LTO is an American who has been living here quite long and he knows a lot of about Cambodia. I am not sure about his job and also why people suggested that he might help you with the draft.

I've heard quite a few Americans saying how their embassies helped them (bar the suspected drug dealer who died/was murdered gavinmac went off at them about). I haven't heard a single person praise the Brit one, but to be fair, I don't attend champagne breakfasts or receptions, so how could I?
I think citizens who expect help are seen as troublesome reminders of those four-letter concepts, 'work' and 'official job description', and are accordingly consigned to the 'pending/hope it will go away' basket.

I don't think it is a big deal to mistakenly believe on something. As you can on media and stuff, developed countries seem to really care about human rights, people are treated fairly and equally. To be honest, i still believe that government in developed countries are much better than the majority of developing countries.

i met a yank in sundance riverside last week who had been volunteer teaching in the provinces- got sick, went broke, USA embassy put him up at sundance, $50/day pocket money and a trip home.
he was clearly in a bad way. his belt would have gone around his waist twice from the weight loss.
