Just How Dangerous IS Cambodia?

According to some of my Filipina friends (women, of course), Cambodia is very dangerous indeed. According to one of the girls, a Cambodian thief managed to scale 7 FLOORS, get into her room, and steal some of her things in broad daylight! And I've heard other stories about pale faces getting mugged in broad daylight at ATM machines even though soldiers and/or policemen were literally standing there watching and did NOTHING! WTF? So do any of you guys have personal stories about these sorts of things or heard about things like this happening?

Not if there's a fire, not even if you hear the sound of a thud from my home and one week later there's a smell coming from there that can only be a decaying human body and you have to hold a hanky to your face because the stench is so thick that you think you're going to faint.

Even then, don't come knocking...Not for ANY reason.

Safer than most cities, particularly outer suburbs in UK. And I expect the Aussies and USA folk to say the same.
Way safer than Manila or most places in PI where even the McDonalds doormen have guns.

Story's! Truth's and exaggeration's. But there is plenty of reading for the adventurer and tourist alike. Many posts on this site to start with.
I have seen Khmers robbed in daylight in Phnom Penh. Only read and hear about westerners and their misfortune's.
Some sound advice, which a man of your standing will know! Be careful of the women Ronny. Phnom Penh and it's suburb's are attractive to some sorts of tourists being cosmopolitan and a little drab, a bit like Kensington and Brixton.

About as good as they come, I would think. But if 3 Cambodian thugs are waiting for me outside an ATM machine in broad daylight with knives or guns and all the police or military ate gonna do is stand there and watch, then...

I've read Moto gangs are roaming around and snatching phones and bags in broad daylight and the police do nothing.
