Another thought I had. Why not just always keep a little of your stuff hanging on the line? Maybe it would give them a hint.
I wish I knew a whole lot more, or a whole lot less.

Haha! I have the exact same problem. Only the family is 100% Khmer. I just move their clothes back to their own side. They seem to use it when they run out of space on theirs (sort of... There's usually still space). Used to annoy me to no end, but I told myself "you're not even using it at the moment, so why do you care?". Still kind of irks me though. Anyways, I never approached them about it and I've been taking a passive-aggressive approach instead. Whenever I need to dry clothes and their stuff is on my drying rack, I'll just take it all (bunched up) and put it on their own (not carefully laying them out). Sends a slight message across... But I've stopped moving their stuff unless I need it.

Find some old dirty cloths/towels or ones you don't use and when you aren't using your rack leave the old stuff hanging there. After a while they may get the hint. BTW/ Drag it back next to your house first. If that doesn't work than a direct in their face, "This is mine not yours" approach is called for.

Incosiderate neighbor? Only one? Seems to me the whole country is "inconsiderate" until you get in their face then all the niceities come out.

I have problem with my neighbor too. She has renting rooms and my house' roof lower than her roof. We often see the trash on our roof. My mum has talked to her about it, but she seemed neglact about it. Once my dad and mum saw a condom was used alrady on our roof. We were very angry, but my mum tried to be nice to by finding solution to her. She seems a bit understand but we still see platic bags sometimes. My mum's very patient, but I stop talking to that neighbor because I think she is a trouble maker!!! Now my mum wants to move the house because of the neighbor.

Suggestion : you should ask the permission from the landlord and go to talk with those tenants about the issues. Perhaps you should educate them how to deal with thier rubbers after they used them. Maybe you should also bring a bag of tissue along in case they don't have. Then give it to them and tell them to wrap their rubbers well and toss them into the rubbish bin next time after the had fun. :ROFL2: Some of morons Cambodians really need to be educated.

If the guy is western what's the problem? I don't understand. Have you never had to deal with this? Throw their clothes on the ground.
