The law says it is illegal to just add another floor on top of yours , if you own the top floor as this could put stress on the foundations and walls below you.
Here is an example where E1 and E2 have signs saying the E6 new floor is illegal, and E4 has a sign saying E6 it is a nice building, but it is still illegal.

I think that the neighbours may win in court and that the judge may indeed issue a demolition order. There's going to be a problem, though. The offending owner may claim that he cannot foot the bill for the demolition order. As a result, the collective of other owners will have to pick it up. Some owners will in turn claim that they cannot afford to pay for their share. So, the burden for paying the bill will rest on a coalition of the willing. The smaller it is and the larger the demolition bill, the less likely that they will effectively go ahead.

But if there was a demolition order, they could pay the demolition person , one dollar a month to carry out the job over the next 10 years, making it bloody annoying for those that built it and want to use it.

Demolishing a top floor is pretty easy - whack the fucking thing with sledgehammers until it's a pile of dust. The tricky bit is making sure that this is done safely for people below the top floor... something that is usually not a major priority in Asia.
