Does your scratched SIM card not have a finely printed serial number on it?
Side note - when first traveling to Cambodia I bought a SIM at the airport, when the telco booths were still inside the secure area. The seller demonstrated the credit had been credited, and then by the time I was out the gate the SIM had been cloned and the credit was gone.

13-14 years ago tourists couldn't get SIM cards, you needed a local address, sometimes verified with a lease, etc. So they thing to do was ask any Cambodian, like a tuk tuk driver to get the SIM card for you. I did that, and I put $10 in credit on the phone too. We left the shop, and an hour later the credit was gone. He had just gone back to a shop with his ID and had the credit transferred to another number.

I recently renewed my SIM card, as for some reason the old one wasn't connecting. No way they would have done it without a passport, but that was at head office.

my guess would be that as you had the SIM with you and on the computer screen you have your copied ID saved they realized it was you.
My experience is once I had my phone stolen and bought a new one from SMART, as I had no SIM I brought the passport with me as I knew they would ask for it to put my number on the new phone. Prior to that I bought the phone and had the SIM card with me for this they didn't ask for the passport (even though I had it).
The upshot is I guess if you are in possession of the SIM they will do it without issue.

Prior to that I bought the phone and had the SIM card with me for this they didn't ask for the passport (even though I had it).

The SIM wouldn't connect and they didn't look for a serial number on it. Probably NOTHING would happen. And the guy is right he did ask for ID. The "scratched SIM card" could also be useful if you want to know who has a certain number. Let's say you're getting harassing phone calls from 0923336789, but you don't know who is calling. You walk in with a scratched up SIM card and say "My SIM card isn't working, my number is 0923336789." And he says do you have your passport? No. "Well, that phone number belongs to a lady in Kampong Cham named Chan Sreymom."
With in 24 hours the other White dude would go to the office WITH IDs. Then they will erase the erase sim card and give it back to him. Problem solved. And if they got you on the security camera you might be going to the police for some education/ re education. And you might have to pay 100 sim cards in fees
So no sweat.
