A few random thoughts on the specific KOW violence.
The number of suicides is also quite remarkable. The same violence, but turned against self. Suicidal behavior is also common - look at the roads.
Rape is more about violence than sex. It is often inflicted by people who feel powerless. The rape-murders in Cambodia are often acts of instant gratification, much like the theft-murders. There seems to be little thought for consequences.
Studies show that PTSD in society can be passed down through generations. It's probable that the fact that there was no resolution of the KR violence, no punishment, and therefore no possible pardon, has maintained the collective trauma.
Added to this, society is being kept in a sort of powerless vacuum where the population are being treated like children. There is also a total disconnection between the way people are supposed to think and act, and the reality. In Khmer society, people are expected to revere certain persons and institutions that behave badly with impunity. Society's role models reinforce the message that might is right, and that everyone is out for themselves and should grab what they can get.
This is not an exhaustive list, just some things that IMO may define or contribute to Cambodian-specific violence.

In ten years here, I think there is above average sexual violence per capita for the region, Myanmar not included, and unsure about Indonesia and the Philippines. I also don't think that the violence has let up in the time that I've been here. It ebbs and flows, but in 10 years I'd say it's remained overall static at a high level. I'm aware it was bad before I came here too. It's one area where Cambodia simply has been unable to make any progress whatsoever. Sex offenders are always difficult to deal with, and the institutions here simply can not cope with the scale of the trend.

We keep hearing how rape is about power not sex, but maybe it's about the power to have sex, and resentment toward women who won't give the rapists what they want voluntarily.
