I can confirm Stueng Treng is not accessible from Kratie. Yesterday I drove Phnom Penh - Ratanakiri and just before Oh Pong Moan there's a checkpoint where they will turn down all passengers going to Stueng Treng. Traffic for Ratanakiri was still allowed to pass on March 30th.

Its only a one-way checkpoint for traffic entering Siem Reap province. Not a problem if no smartphone - just avoid the desk where you are supposed to get the app.

I travelled from Phnom Penh to Siem Reap today - Day 1 of the blockade.
It is possible to travel between provinces during the blockade but not so easy.
You need a doctors prescription and you will be allowed to cross province lines. It must be an official prescription signed by the doctor and contain your full name as per passport and date of birth as well as doctor's name, doctor's signature and a list of medicine prescribed. It should be in Khmer. I am unsure if it must be issued by a hospital or can be done by a private doctor - to be on the safe side I got one from Calmette Hospital. The only travel options however are your own car or taxi.
I travelled with a total of six passengers including driver in the car. There are now three checkpoints - one at Kampong Cham border, one at Kampong Thom border, and one, as before, at Siem Reap border.
The Kampong Cham checkpoint is operated by the army. It seemed pretty strict with a lot of vehicles queued up and people crowding around the officers desk presumably begging to cross. We were lucky because the driver knew the barrier guy and we passed quickly without checking. Nice to be treated like an okhna.
At Kampong Thom it was much quieter and there were both police and army. I showed them the prescription although I am uncertain the policeman knew what it was. No need to go down from the car and no request for ID. It took no more than 5 minutes.
The Siem Reap border operates more or less as before. They informed us that they were being lenient on Day 1 but the border will be strictly enforced from tomorrow - 8th April. From tomorrow the Siem Reap checkpoint will be a two way checkpoint and only people with a medical certificate will be allowed to pass (and truck drivers). Not clear if they will still allow the accompanying passengers to pass but I believe they will. Siem Reap checkpoint has moved to a new level of paranoia and you now have to hold up your documents for them to be photographed from 2 feet away. It is forbidden for the staff to touch any document, As well as the medical form you must have ID at the Siem Reap checkpoint. The staff do not seem to speak English (perhaps some do) so best to have a Khmer speaker with you.
