Just as an FYI that I went to Phnom Penh from a nearby province, and stayed one night and then went back, with no problem. There were just a few traffic police on the road.

There were rumors that, if you left this province and came back, you'd be subject to home quarantine. So I just didn't really tell anyone that I was going and no one noticed either.

A nearby province... There are seven provinces bordering Kandal province so would be considered nearby. Including Kandal that means eight provinces nearby. More specific info would be useful.

Today my neighbor's daughter came back to Ratanakiri from Tbong Khmum. No quarantine required (so far). Earlier this week a family coming from Siem Riep were forced to quarantine.

What do you mean no problems, no problems you were not stopped or no problems you didn't catch covid?

You are required to go down from your vehicle and wear a mask at all times even though its outdoors. Foreigners and Khmer need to provide a passport or ID card and answer questions like: Where have you come from? Where are you going? Where do you live? and also have to give a telephone number. You are also required to load an app on your phone so the government can track your movements. The process takes about 20 minutes then you pass through. There is no backlog of traffic.

Truck drivers are exempt and just drive straight through which makes the whole exercise absurd.
I went through the same process on March 24 except that there was no app to download. Took about 10mn. Not much trafic from PP to SR now.

No problem I was not stopped. Everything seemed pretty normal except that there is far less traffic. Most traffic is cargo, i.e. trucks.

Yesterday I drove from Phnom Penh to Kratie and encountered nothing unusual except traffic is light. Traffic police are here and there but seem only interested in large vehicles. Went through Tbong Khmum and there was nothing noticable regarding a quarantine.

My wife took a taxi and the taxi driver claims that Stung Treng is on lockdown. He claims there are no taxis going between Kratie and Stung Treng.

Kratie is OK but some people are a little less friendly, haven't seen a single foreigner.

So if I were to leave from SR during the daytime is there a stop forcing a tracking app?

What if I didn't have a smartphone or a sim card?

Prolly better to take the night bus or not go at all?

I can confirm Stueng Treng is not accessible from Kratie. Yesterday I drove Phnom Penh - Ratanakiri and just before Oh Pong Moan there's a checkpoint where they will turn down all passengers going to Stueng Treng. Traffic for Ratanakiri was still allowed to pass on March 30th.

Show your passport or a copy. That's what I did yesterday. You have to identify when there's a checkpoint anyway.

They prefer the scan though because it'll show a green color (or not) which gives them some confidence.....

That's interesting they are allowing traffic through to O Bong Mowan and on to Rattanakiri. I guessed that they weren't allowing people into the whole province but it sounds like they are preventing people from going to the provincial town.
