It wouldn't surprise me if it did in fact translate to Shanghai, and it wouldn't surprise me if it was just a fake Facebook post. My girlfriend tried it a few days ago, and it translated to Sihanoukville.
There were some similar jokes in Google translate in my language a few years ago too, for example a small town with a lot of immigrants was translated to Mogadishu.
Personally i always say Kompong Saom and កំពង់សោម when writing it, Sihanoukville is a bit of a mouthful to say correctly, which most foreigners dont

It didn't exist. The French built it as a harbour in vacant land when they couldn't get down the Mekong. The old maps show the entire bay as Kampong Saom/som, like this german one from 1867
