Not sure where you're getting that bias... I've spoken with a lot of students from the ESL schools in Cambodia that speak English just fine, including the little nuances like this one. Many of those who speak English but do so poorly seem to have been educated (as my wife was) by other Cambodians who had a poor grasp on parts of the language like this. A lot of the English classes in the provinces seem to be modeled like this. Even my (her) nephew gets those parts right, do to most of his English education being from western teachers in Phnom Penh.
Laying it on the shoulders of the western ESL teachers doesn't line up very well.

I wouldn't say that I'm biased........just my experience, just what I see on a daily basis you know. Just wait and see if some ESL teachers here are able to come up with a working solution for this specific problem........maybe, you never know.

Pretty sure......no rule without exception though. Students coming from ACE are doing -generally speaking- better.

Try the following: Explain her that if she's talking about herself, she must use the word "bored". If she is talking about something e.g. a movie then she has to use the word "boring". Example: I am bored because the movie (it) is boring.
That of course doesn't cover the case when she talks about somebody. Somebody can be bored as well as boring.......and this particular case they will never get right. But at least the above could be a start in the right direction.
P.S.: Just hope that she's (language-wise)already above that "kitchen" and "chicken" thing. Years ago I had a short romance with a Cambodian girl and she came down shouting "the chicken is burning", which didn't bother me because there was indeed a chicken in the oven. What she actually meant was that "the kitchen is on fire" because she left the chicken unattended. After that little experience I decided to separate from that chick.
That of course doesn't cover the case when she talks about somebody. Somebody can be bored as well as boring.......and this particular case they will never get right. But at least the above could be a start in the right direction.
