personally i think the fixers are offering a worthy service for many Khmers that cant read or write for a very affordable price

Isn't 4000 a day over a million a year? Impossible. I have always found the passport process to be quite straightforward.

There are many people in the world, Cambodian and otherwise, who are inexperienced with this type of procedure. Many people also get overwhelmed in such situations. Just because you and your relatives don't, doesn't mean others don't.
How much interference the helpers manage to run to get people's money will depend on how inexperienced and easily overwhelmed a person Is. Therefore, they are preying on the more vulnerable to make easy cash.... $5/$10 dollars a person, ....how long does it take to help? An hour? That's more than educated teachers make an hour

It's not a non story. For the ridiculous prices the Cambodian government charges for a passport they should be able to provide a simple, free assistance for those needing it. The fact many Cambodians are illiterate is simply a fact the department has to deal with. Fixers help people who are overwhelmed by bureaucracy and cannot fill in forms. Use them or don’t use them.
Of course they will tell stories to make people think that they need their services.

Really...you consider $100 for a 10 year passport a ridiculous price!? Cheaper than most "Western" Countries passports.
The process is extremely simple, and there are Passport Office staff who will assist, no-one is forced to pay for the services of a fixer.
Really? I must have missed the crowds of fixers the dozen or so times I've been to the MoFAIC.it's the same story at for instance the ministry of foreign affairs where you have to wade through a crowd of fixers before entering the building

It might be fairer to compare the price with local countries with similar income per head. In Thailand the cost is $30, in Vietnam it is $9.

and some Western countries:
Germany: 60$
Netherlands: 78$
USA: 110$
Looking at these numbers and looking at the current situation (price, local mean buying power, passport only available in Phnom Penh, meaning most people have to make a trip spending even more) I find the price of Cambodian passports excessive, yes. Even ridiculous. I also don't like the artificial waiting time the department introduced in order to collect more money. All passports are produced within days, but not released when ready. They're will just pile up the passports for a few weeks hoping people will pay more for an early release.
And if your compare the quality of the new passport to any Western Passport the price is not justified as well. Just check the quality of the picture, for instance......
