I would look at it triangularly , as with power, we have the voltage, amps and the ohms.
You choose what you want to be. But we do need all three, one can't work without the others.

like I said independence lake is not a reservoir and does not feed the water supply for shv,although I am sure a few locals use it and the cement factory

show me the pumping station or controllable sluce gates?
