Persecuting people is a sure fire way of turning moderates into revolutionaries. The gyppos and the Turks all tried to crack down on their Islamic groups instead of just letting them be weirdos in the corner. You force people to pick a side. If they want to wear a hood then let them. Cambodia's pushing towards more liberal clothing standards anyhow. It's more likely to be a backlash against that. Or it could be a good way to keep your skin white

In the north of the country, I ended up sitting in a meeting with the village elders. On the engender was the giving of monies collected from villagers to give to the minority Muslims in the particular area. Being the minority the villagers where to say they are in effect less privileged.
Always "hope" but never "expect".
