What boat ride can you go on for $5 in any first-world country? To just get on the commuter ferry where I'm from, It costs like 2-4x this.

At Koh Kong border (last time I went through) all Khmers were charged 10,000 riel to have their departure forms filled in for them by the officials, whether they wanted this service or not. Foreigners filled in their own forms and did not have to pay.
