Or do they not get paid if they don't attend?

Of course not. Wouldn't it be unethical to pay people to attend a political lecture?

But nobody leaves empty handed. Usually 20k riel, maybe a bit more these days. School kids / red cross typically are given 10k.

I think you are correct, the going rate is about 10,000 / 20,000 riel. Of course it's not a bribe!!!

How is it a bribe to turn up for a lecture? if someone paid me $500 to go and see Donald trump that's not a bribe. If they offer me 50 cents to vote for him that is a bribe

a rally is a rally, its not a vote. Political parties pull all sorts of stunts the world over to get people to turn up for events that allegedly show how poular they are. the corrupt practice is when people pay to go to a political event

Did they have a free choice to be there? Were they paid after attending?

My lady (civil servant) got $100 for attending a lecture by the Red Cross. Only lasted three hours so I'd say it was worth it. Usually it's only $5-10 as mentioned. CPP speeches are paid for too, and funnily enough, they're all forced to have party membership cards. ¡Viva El Maestro!

I think you mean they were told they could only get $5 if they joined the cpp. its not like someone held a gun to their heads, and of course the other parties do exactly the same. free food and or drink and or $5 if you join XYZ party and come to the election rally. if everyone is doing it then its fair competition. of course in some countries political parties are allowed to buy advertising and in others they are not , in some they can buy airtime on tv and radio and in others they cannot. not naming names but Cambodia is not unique
