Do factory workers get paid for attending lectures?

Not mistaken. You must have a CPP card or you won't have a good relationship with your superiors and so on. You won't get the postings you want, opportunities won't arise and so on. Your superiors get pressure from high above. So yes, though a gun isn't pointed at their head, they're forced to have them, as not having one means your career will be non-existent.

[EDIT] I can't speak for every ministry, but it's definitely the case for hers. It wouldn't surprise me if it were the same for the vast majority of civil servants.

It's rather a lot like Vietnam in that way. If you're not in the party, you don't get many opportunities in life. I suppose I shouldn't really be surprised that there are Cambodian expats who've received the bennifits of their forefathers battles in western countries who now deride them and who support this.
