How exactly? In their houses, when they are in tuk-tuks, when they are on a motodup, at night when they are trying to enter their house, snatch and grab bag thefts...what kind of robberies?

Yikes! What weapons have they been reported with having/using?

I assume that school will have many available positions soon. Teachers can't possibly ignore the likelihood of them getting robbed again while leaving work.

More needs to be said about how exactly these robberies are taking place, whether people are being heldup at gunpoint, or if bags are being grabbed off motodups and tuktuks, or bags are being snatched from pedestrians, shoulders, or if people are being beaten and mugged as they exit the school or what. How was the girl injred? punched? Pulled off a moto by her bag? What? Six people from in the same area in a short period is too much. Something is amiss. The police aren't going to help. That's a given. So potential victims need to watch out for themselves, and more information is needed for that. If, e.g., people are having their bags snatched out of tuktuks by a passing moto, people need to carry their bags differently in the tuktuk if they don't want to be robbed. So what exactly is the MO? How exactly are these people being robbed?

The police are acting in a more roguish manner reflecting the changes made within the ruling party's regime and in effect have added opposition members delegation of extra employment into departments like law enforcement. The new civil servants need extra money somehow, so they do extra OTT policing which is in violation of their oath to their profession.
That said, Some police plant evidence in order to create another stream of revenue. As well as working with local miscreants.

To add to that, why the need for a fire department? The only reason fires get started are for erroneous deeds. If certain businesses don't want to sell up, poof! No insurance until recent times, so now certain things happen to keep the economy ticking over.
