It's easier to ride/drive with poor brakes than to fix the brakes
In the past I have ridden motorbikes belonging to Cambodian girls. With two motorbikes, the brakes were so worn the motorbikes would only slow down gradually. You could not stop quickly. I adjusted the brakes for them. They ride like that every day, and are not concerned.
If you were to check motorbikes, cars, trucks and other vehicles in Cambodia, I am sure you would find many with poor brakes. Some people dont care.
Poor brakes cause some accidents.
The same with lights. Look how many motorbikes and other vehicles have lights not working, and dont get fixed.
Some night time accidents are caused by not having lights.

Yes, of course. Now when I am stopped at a traffic light (I know, not recommended) and I hear that screeching sound of metal on metal (what is left of the brakes) and sandals dragging on the ground I know the moto behind me is getting too close for comfort. Probably the reason most do not stop at intersections, because they can't. I think many tuk tuks are the worst.

It costs money to fix a Moto maybe that's why there not maintained

A lot of times this is from semi metallic compound shoes chattering/shrieking because using this type of material is the cheapest way to make pads and is known for being noisy, rather than the shoes being completely worn and the metal scraping against the drum, although I'm not saying it doesn't happen because I've seen that first hand too. Just saying most of the brake chatter and squeaking I hear is from cheap pads/shoes.

I'm pretty sure those Cambodian girls were single uni students, they have other things on their mind than brakes. When I see the local guys speeding over 60 miles an hour on their Yamaha 150cc overpowered machines I am pretty confident their brakes work fine. Else they wouldn't last long.
