Seriously, PP attracts people from all over Cambodia looking for menial jobs (much like other capital cities in the world). Many of the tuktuk drivers, who have come freshly from elsewhere in Cambodia , (ie. the boonies), do not know Phnom Penh outside of where they live/work, they do not know how to read a map, and many of them do not know how to read, fullstop.
Even in Kampot (tinytown), I've had a tuktuk driver who didn't know where to go or how to read his GPS. These things happen. It's a learning experience for him and for me. (I also have a terrible sense of direction. )

I always use Passap in Siem Reap and I am often surprised by drivers who can't read the map on their phones so I end up giving directions anyway.
