"Anyone know who this "man" is? This guy showed up blind drunk, claiming to be in special forces for 20 years and threatening to kill everyone here, after punctuating that he has killed people before. This all started because because he was standing on our property in our parking stall. The staff asked him to politely move so we can park our cars and close our restaurant. This guy had his daughter in his arms who is asking to use the restroom (which we are offering to him as we do everyone, customer or not), but he sends his kid with his wife, comes back, spits water into the interior of the car at the female Khmer driver.. then flips the out saying he's going to kill everyone. I had to diffuse the situation but he's threatening to come back for revenge. We were all sober... we deal with drunk people all the time, but this guy was 100% bat shit crazy and quite scary I might add. Khmer people don't take lightly to people threatening to murder them. This dude has no respect for this country or for women. Anyone know where he's from? Claims to be here for 9 years. Almost got a bad case of street justice.

We are all a bit rattled. We figure the police aren't going to help. We are trying to find out who he is to report him to the appropriate embassy. I would understand it if someone was drunk and lost their cool, but once you threaten to kill people (who by the way are not being threatening or yelling at him in any fashion) and claim to have killed people, we have to take action. He really wanted to fight everyone that tried to calm him down, threatening to "smash people" that were kindly asking him to go home and sober up. This is unacceptable in Phnom Penh where we can't call police and get them to respond. He had two small girls and a Khmer partner. His claim for being upset was that we were asking him to move to park on our property, and he was claiming our car was more important than his kid... but our staff offered for him to use the bathroom and sit at a table. So basically he just lost it.

Don't just assume that the police aren't going to help.

True, they probably aren't going to help.

But it doesn't hurt to ask. And if you're ready to invest more than just time and consternation into your efforts to find justice then I think you will find them eager to help. You may get more police officers pledged to your cause than you'd wanted or needed, in fact, and each and every one of them can require some additional investment. So be sure you're clear with them regarding how much help you actually require and be just as clear with them regarding the nature of the help they must provide.

If you want him arrested and charged for the offenses as you've described them that's one option - maybe - but they might just hold him overnight or all day long and then let him go since making threats while drunk isn't the sort of thing they'd normally prosecute over given that it's a widespread traditional cultural practice. Commonly followed by the ritual brandishing of the machete (or firing of the pistol into the air if the parties involved are classy high society types.)

If you'd like him punished for those offenses without, perhaps, requiring any official arrest or prolonged detainment, that's sometimes another option, but that would depend largely on the sort of police you happened to be speaking with and their individual ideas about criminal justice and due process. Some would probably pay you for the opportunity as presented, while others might find your unorthodox suggestions vulgar in the extreme and end their cooperation on the matter. Along those same lines, if you'd like him arrested for an unrelated offense, something more obvious and easily adjudicated such as possession of drugs, for example, that might be possible if you were to invest wisely and substantially in the right officers. Any officers who were at all amenable to the proposed solution, would definitely see the wisdom in searching his person thoroughly upon apprehending him, and indeed, the evidence would be incontrovertible and damning, pulled from his very pocket by the hand of the arresting officer in full view of the world and then laid out before him for a Khmer newspaper photo shoot, following the local fashion.

My point is: The police here can be helpful if they are given some incentive to be helpful. And in an emergency or in a situation with open conflict they will definitely intervene (almost, definitely, at least definitely if it's just the one dude to deal with) so alerting them to a crazy asshole who is rampaging through the neighborhood is a good idea. Now, if the crazy asshole disappears and some kind of investigation or whatever that doesn't involve something as obvious as subduing a crazy asshole gets underway, then forget it, they are not gonna do a real investigation, you'd have to do it for them, present your findings, and pay them to act on it. But if it's a cuckoo motherfucker and he's standing right there then the cops are your go to resource if you can find any. It helps if you speak Khmer as far as getting them to go look into shit. They should put that on a fucking plaque hanging over the arrival gate at the airport. IT HELPS IF YOU SPEAK KHMER. Wisdom for the ages, right there.

It would be helpful if there was some clue to which part of the world he comes from. American? Australasian? British? European? Russian? Other?

I m pretty sure i recognize this man, he has a bar in Sorya mall, on the right side, with a pool.
Better check, not 100 % sure but really looks like him!
