Consider each situation you may come across separately. There are some situations where you will be unable to do anything worthwhile if you wanted to. There are other situations where you could make a difference.

I would help in certain situations.

Just because other people are heartless, does not mean you have to be heartless.

Not heartless but helpless comes to mind.
I remember year's ago in Pattaya two moto's collided head on, one a western guy and a Thai lady with two small children. One of the small children was sitting helpless alone in the busy road, I pulled up sideways infront of her to give some protection intentions to get off and pick up the small child and get her to safety at the pavement. Until the Thai wife said move away! I did has another westen guy pulled up to do the same, at the moment I felt wrong. We was on the opposite side of the road now as only onlookers. The police arrived quite quickly the western guy involved in the collision possibly unconscious was handcuffed has he was face down in the road and dragged to the gutter. The helper of the small child also very soon was in the gutter after the police beat him down.
Young girl riding before us ran into the back of a pickup. Bike down and her sat in the road, I pulled up to help her out of the road, girlfriend said don't just go. It's horrible but the likely is you would pay for something.
If you are prepared to make some payment then help.
Always "hope" but never "expect".
