I'm not sure about specific dog pee pads, but I know that they have essentially the same thing for babies here at any place that sells diapers. All newborns I've seen don't wear diapers, but lay on top of these absorbent pads, with a plastic bottom. The ones I see used most are in clear and blue packaging and I think come from Thailand.
