Don’t think so. Chinese company and native English speakers? China certainly isn’t the target.
I’m guessing it’s some time share/penny share/useless crypto scam selling to the poor old OAP in the UK, Australia and North America.

I know a guy whose Father's Uncle, Cousin Keith, overheard someone talking to him, about an Indonesian company in Sihanoukville. (Many would miss the Snooky of old - I know I do and I won't go back - brought to its knees by an infestation, like a pack of hyenas on a Giant Eland).
Evidently, the company has an office tower there. Rumour has it, the appointment is sold as a marketing capacity for their real estate/property, but soon after starting they're "promoted" to their online casino division. So instead of selling office space, they sell online casino sites instead, apparently.
The types of characters these schemes attract are often young partiers that are too loose to be let loose with drunk loose tongues - not uncommon for these guys to receive a hiding when they step out of line, and are sometimes shipped around the globe to various set ups, - and bringing attention to themselves, supposedly. "Believers" who have a slack rein to the extent they are fed a story why not to mention anything, and kept away from the seasoned crew. "Questioners", who are unlikely to last, ex-timeshare and others, that all need to be baby-sat. The paranoia is the reason for the lockdown, chaperones, passport thing. Control. Allegedly.
