Phnom Penh has been and is a tourist dead end. No real draw, no beach's, dirty/dusty streets, garbage, crime, etc. I had to laugh a couple years ago when the powers that be in PP said that they were planning to build a "China Town" to attract tourists.

It recently was commissioned by the local government to become an area for tourists, housing, and some restaurants. Currently, there is not much on the island but a convention center, a park, and a lot of construction.
Eventually it will become another famous tourist destination, and a tower is planned, where you can go 555 meters into the air and see Phnom Penh from the sky with no distractions.
In a nation run by swine, all pigs are upward-mobile and the rest of us are fucked until we can put our acts together: not necessarily to win, but mainly to keep from losing completely. HST

I don't think PP is slowing down; it's just the dynamics are changing. Head down Riverside on a Mon evening and yes, it's dead. Head down Bassac Lane (308 iirc) and it's heaving with people prepared to spend $3++ for a basic beer.

Howie's is busy after 11pm, I've often gone in at 4am or so and it's been really full. Dusk til Dawn/rooftop bar is also doing well but GSM is dying.

The signs are down because they are lifting the street for new drainage. Calm the fuck down.

Equinox terminated its lease cause the landowner is a monkey and is asking a ridiculous amount of money for it...so expect it to be empty for the next 5 years.
