yeah Kem Sokha, the new president of CRNP has represented KPC since 2008 so im sure that province will favour CRNP, i know a number of my friends from KPC voted for him,

The opposition has won Kampong Cham and Phnom Penh since at least 2003.

Which is precisely why HE gerrymandered Kampong Cham into two provinces, Kampong Cham which is everything east of the Mekong including the city of Kampong Cham and Tbong Khmum which is all of the former KC province west of the Mekong. where there are a lot of military bases loyal to or fearful of their commanders.

CNRP takes decisive victory in Kampong Cham
Mon, 5 June 2017
Jubilant cheers resounded at the Cambodia National Rescue Party headquarters in Kampong Cham last night as the party transformed its solid support base in the province into an undeniable stronghold.

The opposition party declared victory in the province as night fell, with unverified preliminary results – released by government-aligned media outlet Fresh News – showing it having won a decisive 76 communes out of 109 in yesterday’s local elections.

That outstripped their 2012 performance, before the Sam Rainsy Party and Human Rights Party united to become the CNRP, and before part of the province was carved off to form Tbong Khmum province.

In that contest, the SRP and HRP collectively gathered just 12 commune chief spots to the ruling party’s 161, but as a united front in the 2013 national poll, the opposition scraped together a majority win in Kampong Cham.

As the home province of Prime Minister HE, and the constituency of CNRP President Kem Sokha, Kampong Cham carries political heft...

That's a strong statement. Maybe you should explain yourself. What exactly do you mean?
I understand what he is saying, I had several (educated) Khmers tell me they are not going to vote as in their words "what's the point, HE will just win anyway".
That wasn't what I was talking about. It was his claim of a very low voter turnout compared to previous elections. Iirc, probably only the UN sponsored elections had a higher turnout.

And what on earth was all that stuff about "Nobody trusts this democracy scam anymore"?
