You raise a good point, and that's the tricky thing about advertising.
You can go get a 4-year degree in advertising, and that might still not be enough to grasp it well.
The point you raise is that one strategy doesn't work for everyone. Period.
I often read them. Just out of curiosity of what's going on around town. I remember when that short-lived Russian restaurant was around I spotted their 10% off and free drink ad. That was while driving.
I notice them all the time. I can also tell you that many of them typically park near where their ad is from.
So what doesn't work for you will be very enticing to someone else, and vice versa.
That's one of the big tricks of advertising and why you can't just rely on one method. I might HATE any ad with a white background, but that doesn't ring true for everyone. I need to think about them as well.
Also, you're forgetting where our TukTuk parks. Right in front of a well established expat bar/restaurant. Again, if you don't go there it gets zero exposure to you, but if do, there's a good chance it will catch your eye!
Now all we need is a few of these guys on Monivong and Norodom, so if anyone's looking for a very prestigious job, PM us.

If you want more exposure with tuk tuk ads, try St. 172 between 19 and 13 (Sun Dance?). That street has changed hugely since last year. More and more walkers cruise the area because of the huge number of guesthouses and restos, and the route from the Wat Ounalom back and forth to the riverside, plus people naturally turn up 172 from 13 because of the corner evidence that eateries are near.

They want 6 months or 1 year in advance it seems. We did 6 months so we can switch it up after a while.
The board with the printing and frame/etc cost us $15.
